ESI’s reputation for scientific excellence, strong rapport with governing agencies, and comprehensive understanding of the regulatory framework enables unique solutions to complex problems, efficiently and effectively. ESI professionals are accustomed to the dynamics of shifting project timelines and changing priorities, effectively keeping projects on track to successful completion. Leveraging a mastery of science, engineering, and ecology in tandem with regulatory expertise, ESI’s client partners across the energy, land development, and government market arenas realize measurable benefits demonstrated by repeat business and long-term relationships, built on trust and integrity.

Electric Transmission

ESI’s first, and longstanding client was a national electric transmission company and involved a project stretching 90 miles across public and private land crossing two states. Successful project-specific efforts reflect the broad range of ESI’s service offerings, including Biological Assessment under the ESA, Biological Evaluation under the National Forest Management Act, multi-taxa scientific field studies and reporting, expert witness testimony, NEPA document support, CWA permitting, NHPA compliance, environmental inspection during construction, erosion and sediment control, mitigation, and monitoring. Since that first project, ESI amassed over 21 years of practical experience, supporting construction of thousands of line miles and acres of electrical transmission facilities nationwide. ESI’s permitting prowess, intimate familiarity with rare, threatened, and endangered species protection and conservation, the NEPA process, design experience, and profound understanding of complex permitting and regulations generate proactive, innovative solutions and produce favorable transmission project outcomes.

Government

Beyond exceptional scientific, engineering, cultural, and regulatory expertise, ESI brings subtle but salient assets to government services such as familiarity with unique government contracting procedures and requirements gained through successful project completion for many agencies including FERC, state DOTs (and FHWA), U.S. Army COE, USFWS, USFS, FAA, and FCC. ESI’s team also includes distinguished former federal-agency employees offering decades of knowledge, skill, and proficiency integrating best resource management practices with state and federal regulations, facilitating both project planning and management. Among its government client/partners, ESI’s noteworthy scientific integrity is well known and respected.

Oil, Gas, and Petrochemical

Across all of the major U.S. basins, complex federal, state, and local regulations substantially vary. ESI’s biologists, engineers, cultural, and regulatory experts routinely navigate the permitting process and deliver sound, prudent advice across a broad spectrum of infrastructure-related activities and systems such as well pad development, processing facilities, midstream systems, and interstate FERC-regulated transmission lines. Regardless of geography, ESI offers critical understanding of project constraints, years of agency interaction, and a long track record of expertise with oil and gas infrastructure development from conceptual design and planning through construction, compliance, operations, reclamation, and restoration. ESI affords clients competent regulatory navigation, obviating costly project obstacles and ensuring a smooth project life-cycle.

Renewable Energy

Beginning with siting and conceptual design and planning and following through construction, compliance, operations, decommissioning, and restoration, ESI’s professional scientists, regulatory specialists, GIS analysts, and engineers ensure client partner’s renewable energy projects are designed and implemented using a contemporary scientific approach and innovative application of regulations. Combining traditional land and energy infrastructure development experience with comprehensive understanding of potential environmental liabilities associated with the rapidly evolving renewable energy market, ESI streamlines the regulatory process and alleviates environmental, cultural, listed species, and stormwater concerns. ESI employs long-term conservation planning mechanisms (ESA Section 7 in association with Biological Assessments; ESA Section 10 Habitat Conservation Plans; Bird and Bat Conservation Planning; Avian Protection Plans; Collision Risk Modeling; and USFWS Eagle Conservation Plans) often recognizing significant opportunities to turn potential liabilities into tangible assets, enhancing growth and development.
